  7.     Hispanic immigrant-support groups in California are
  8. indignant about the latest U.S. attempt to seal the border with
  9. Mexico. In mid-June military reservists began placing thick
  10. steel sheets along a 14-mile stretch beTijuana and San Diego
  11. County. The metal is surplus landing-strip mafrom the gulf war.
  12. Some residents on both sides find the wall offensive, but the
  13. U.S. stands firm. "The Immigration and Naturalization Service
  14. is simply trying to do what it can with a limited budget," says
  15. a U.S. embassy official.
